Founded in 1904, members of the National Child Labor Committee focused on changing laws on the state level. This pamphlet describes the scope of laws the organization hoped to pass on a state-by-state basis.
The Maine Federation of Women's Clubs was a middle-class organization with chapters around the state. In 1905, the club members began to address child labor. They sought to limit the ages at which children could work as well as the number of hours a week.
